Just a guess, but you aren't by any chance connecting the DVD to a video and then onto your TV, by any chance, because you only have one SCART?
If you do, the Macrovision anti-copy feature will kick in, causing this or other visual effects. You should connect the cable (or digibox) into the video player and use a different SCART or other connection for the DVD player. Or else buy a SCART switcher.
