Can I choose to go through a C3 scanner at Dublin airport, where I don't need to take my liquids out of my hand luggage?

I think if you are in Terminal 2 and take one of the security checks on the left rather than the right.

You can keep your liquids and laptop, tablet, etc. inside your bag or suitcase.

I have used the one in Terminal One on our last number of trips. The only thing I still have to do is take my belt off now. I also don't have to dump my perfectly good water and immediately buy another one when I go through security.

You never really had to buy another one. Just empty the bottle and fill it up at one of the fill points after security.
