Maybe I'm old fashioned but I think drying clothes in the front garden in an estate is shocking along the lines of not getting the grass cut and hedges trimmed and parking a forty foot in the driveway. By all means use the back garden or buy a dryer. If nobody can see into the front garden then I wouldn't have a problem with it.
