Driving Test

My friend had his driving test today. He paid 80 euro to hire a drivng instructor's car. He went to the driving test centre, driving examiners dealt with all others, bar him. No one came out to call his name. An hour after his appointment was due, a man told him that his test could not occur today, as his examiner, was sick. He made another appoinment for later in the week, but now he must pay another 80 euro to use the driving instructor's car. Has this happened to anyone else, when you've gone to complete your test at the driving centre, that the examiner has cancelled?
Is he entitled to claim the 80euro spent hiring the car from the driving instructor today, from the driving test centre, as they cancelled the test, and didn't inform him?

I had my test cancelled due to snow once (funny it was safe enough for me to drive home from the centre in but not enough for me to do my test around) and I didn't get as much as a sorry. Maybe the instructor might do a deal? Otherwise there's no discount/refund option as it's up to the examinee to attend the centre with a suitable vehicle, how they get it is no concern of the examiner.

When I was to do my test on the Friday in Tuam, my examiner didn't turn up... Like yourself, I'd borrowed the Driving School's car... I had to come back to Dublin, and go back to Tuam on the Sunday night, stay over, and do the test on the Monday morning...

After I did (and passed) the test, I got onto the Dept. of the Enviornment... I explained what had happened... They readily agreed that it wasn't my fault , and asked me for reciepts for all expenses I had for attending the cancelled test (hotel, taxis, meals, etc)... Within a week, I had a letter of apology and a cheque for the costs I'd incurred...

Contact the Dept. with a reciept for the cost of the wasted car hire... All they can do is say 'No'...
