Draughtsman for kitchen extension

Hi,
I'm thinking of getting a kitchen extension to back of a terraced house including knocking down existing garden shed with asbestos roof.
I want a 10ftx10ft extension with flat roof and also to knock an internal wall for double doors between living and dining rooms. I got a quote of approx 20k from builder/carpenter friend.
I was wondering if I should get drawings done of proposed extension before looking for a builder as it would then be easier to explain to them what exactly we want done? Ideally, I'd like the draughtsman to oversee building work and make sure it's compliant with building regs. I'd also need them to issue cert of compliance.
Thanks.

When it comes to supervising works and issueing certs I dont think a draughtsman is going to be of any use. Try a technician, engineer or archiect

did the 20k quote include kitchen fittings. i am interested as i am thinking of getting an extension of the same dimensions.
