Hi,
I've moved into a new house recently and the downstairs toilet is blocked. The foreman was called and said that the blockage was in the sewage pipe caused by my next door neighbour when he got someone in to build a dividing wall. Apparently this cowboy builder burst a pipe and the concrete from the wall foundations blocked the pipe and he walked off the job before it was finished. The foreman isn't going to fix it 'cos it's not his problem. Is my next door neighbour liable for any costs to fix my toilet and should someone be called out to check if it definitely is a burst pipe.
