Downstairs toilet sewage problem!

Hi,

I've moved into a new house recently and the downstairs toilet is blocked. The foreman was called and said that the blockage was in the sewage pipe caused by my next door neighbour when he got someone in to build a dividing wall. Apparently this cowboy builder burst a pipe and the concrete from the wall foundations blocked the pipe and he walked off the job before it was finished. The foreman isn't going to fix it 'cos it's not his problem. Is my next door neighbour liable for any costs to fix my toilet and should someone be called out to check if it definitely is a burst pipe.

You can get drain survey done. All About Drains a call 086 2223322. They are usually very efficient and give a good service. They will do a camera survey and will advise on ways to clear the problem.
 
Would I be able to make a claim on the neighbours insurance...he got the builder in who botched up the job so I was hoping it was down to him to fix it??
