Does anyone know what the minimum width is (according to building regs.) between an open door and the door frame for it to be wheelchair accessible?

Do you mean that the door is hindered somewhat from opening out fully?

The doorway has just been built at 920 mm and we are wondering if this will be wide enough to allow disabled access after the doorway is fitted.
 
You can read the building regs online from a number of sources. Here's one example [broken link removed] This details Part M of the regs which is all about disability access, and to answer your question;
There should be a minimum clear width of 800 mm for external doors, 750 mm for internal doors
Your door at 920mm minus 2xframe boards should still be fine at about 800-850mm maybe.
