Donohoe defending breaching the 5% spending limit

There's always a justification, if you want to find one.
What about arresting spending in some areas in order to go beyond it in others?!?
 
the hangover will be horrific when they take away the punchbowl. This gov would be running a 6B deficit without the apple tax windfall and they have literally bought sweeties for evrey stakeholder in the country with taxpayers cash.
