Does the Clúid housing association pass the LPT onto its tenants?

There was programme on RTE during the week about shortage of rented accommodation.

In one part, someone from Clúid was assessing prospective tenants for a ghost estate that was being finished off with a view to rent. He told them what the property charge would be.

I rented a house in Dublin 15 earlier in the year. Rent was about right/ competitive. There was huge demand. When the most suitable tenants were invited to a viewing, they were told that they would have to pay electricity, gas, phone, bin charges, and that there would be new one from July, ie property charge, which would be all theirs and would cost €20/€30 a month and might be integrated into the rent next year. Two of the three in the shortlist who showed up had no problem.

Do the normal landlord tenant rules apply to Clúid?

In your case in D15 are you dealing with a private landlord? If so this appears to be an attempt to pass the LPT directly on to the tenant.

When the water charge come in the tenant will be liable.
 
Some normal tenancies rules don't apply to Cluaid tenants
e.g. tenants can make " small and reasonable" alterations to the interior of the home, the tenancy can be inherited by an adult child who has been living there -and there are other aspects that differ from normal tenancy arrangements. As regards LPT I don't know.

The comment about D 15 house is confusing. Was it a Cluaid guy saying the LPT would be passed on to the tenant ?
In any case ,whether it was private or Cluaid the proposal was that it would be "integrated" into future rent -which is what any sane landlord is doing.
 
I think Frank is making two distinct comments in his post.

The first regarding the RTÉ report on Clúid hosing and the second regarding his own personal experience in D15.

Cluid will have to pay the tax?

..which means that, largely, the [U]tax-payer [/U]will have to pay the cost of Cluid paying the LPT. As per Cluids website, the funding comes from govnt and local authorities.
