Regular bills would not be considered for help - you're expected to meet those out of your weekly income.
If, however, you had an exceptionally high bill (e.g. if a child was sick and you had to use extra heating), you could apply for once-off help towards the bill from your Community Welfare Officer.
Remember to apply for the fuel supplement in September - it's an extra payment paid from Sept - April each year. You should contact your Social Welfare office for an application form, they should be available in a few weeks.
