Does ptsb not allow existing customers to fix their mortgage rates?

I am compiling a table of fixed rates, but it seems that ptsb quotes fixed rates for new customers only?

They do Brendan but they are so off the wall you would not touch it. The last time i asked i think it was about 8%

They refused to offer me a fixed rate last month.
