Previously Health Levy stopped at age 70, when everyone became entitled to a medical card. If an over 70 does not now qualify for a Medical card does he still have to pay the Levy.

Leglistration was brought in last year to allow all over 70's an exemption from the health levy.
Prior to that over 70's were entitled to the exemption based on the fact that they had a medical card (just as all holders of medical cards whether under or over 70 are exempt from the health levy).
As the medical became means tested to the over 70's legislation had to be introduced to cover the non-medical card holders
