Do the changes to the taxation of UK dividends affect Irish shareholders in UK companies?

I presume that this has no impact on Irish taxpayers who have shares in UK companies?

They will continue to be taxed as they are at present?

It would be good to know, especially with the opportunity to sell Vodafone shares currently.
