Would holding on to the UK licence in any way effect any legal issues specific to anything or getting insurance coverage? For holders of a UK learner licence - is that convertible to exchange to an Irish licence?

You can exchange your full UK licence for an Irish one once you've got an Irish address. It's not compulsory (at the moment) so you don't have to exchange it.
