Do holders of a full UK drivers licence living full time in Ireland need to exchange it for an Irish one - if so, how soon can they do this?

Would holding on to the UK licence in any way effect any legal issues specific to anything or getting insurance coverage?

For holders of a UK learner licence - is that convertible to exchange to an Irish licence?

Learner permits generally aren't transferrable or usable outside their country of issue.

You can exchange your full UK licence for an Irish one once you've got an Irish address. It's not compulsory (at the moment) so you don't have to exchange it.
