Do all secondary schools offer the Leaving Certificate?

Sorry mods if this is the wrong forum. It doesnt really fit third level and further training.

Is it possible for a secondary school in ireland not to offer the leaving certificate programme? I was reading something today that gave me the total number of secondary schools in Ireland but only 90% of them seemed to offer Maths which I thought was compulsary.

Can anyone explain?
 
Ok, I understand that and phrased my initial question badly.

Given that Maths is a necessary matriculation subject, is it possible that a secondary offering the leaving cert programme, would not offer Maths?
 
There are some schools that offer the International Baccalaureate (IB) rather than the Leaving Cert
I think that it is a different set of subject combinations and matriculates differently for college entrance requirements.

Would not have thought that there would be 10% of the schools offering it though.
