Dividing Bungalow house into two Units

How do I legally divide a bungalow property into two units, allowing my parents to live in one half and there sibling to live in the other?

My parents wish to maintain ownership over the whole property.

There will be no external alternations, is planning required.

Each unit will have it’s own entrance.

I was hoping to get two different address.

I was hoping by doing this my parents could claim for all there retirement benifits and other disability benifits for my brother, at the moment they are told they will have to be means tested for the total income coming into the house

 
There are two kitchens and a extra bathroom can be easily installed, The actual building alterations are quite minimum.
I was more concerned with getting it in writting that the two units are occupied by two seperate groups of people. Ideally I would like to get it registered with the tenancy board.
My brothers (occupiers) would have no objections
