Disconnected Phone - Smart Telecom

Not sure which forum this should go into - apologies if this is the wrong one. I own a 2nd house. The phone was in my name, I moved out and there was hassle before Smart changed the phone to the name of one of the guys in the house. I'm fairly sure they didn't take any info from him, simply just transferred the name. Anyway he left, didn't pay the bill of 300+ Euro and now the phones been cut off for the last few months. I'm planning on moving back in May. Will I have hassle getting reconnected? Should I contact Smart or simply go directly to Eircom and ask them to reconnect? What'll happen to the bill of 300+ Euro? Any tips on how to proceed? I work from home and will need broadband - apparantly Smart do not provide Broadband in the place I'm moving back to.
