there is a old discoloured (cannot see through it)perspex window on the side of our concrete block shed ,how do i clean it
do not want to remove/replace it as it means breaking it out of the concrete

That's exactly what happens to perspex over time, it fades and you can't see through it. Look's as if your only option is to replace it with a proper window.

I know very little about this but I think Acetone is used to 'polish' newly cut edges of perspex so they are see through rather than cloudy... would that work in this situation? or is the cloudiness 'in' the perspex rather than 'on' the surface?

The perspex has discoloured due to UV degradation. You wil need to replace unfortunately. Using solvents like acetone will disolve the material hence why used to smooth sharp edges
