Difficulty with website for household charge

Hi can anybody give me advice please. I've been trying to pay house charge online since last night. I must have tried to get into the site at least 10 times so far!! I've received 3 letter for the charge on two rental properties which are in severe negative equity. Is there another way we can pay it now?

I don't know what's happening then! I'm definitely inputting the correct codes and info. Does anyone know if you can go into the council office and pay it over the counter at this late stage?
