Different quotes based on insurance claim or not?

Hi,

My girlfriends father had his car scraped by a bicycle recently. He went to a Nissan dealership in Dublin to get a quote for fixing it (about a 7 inch scrape). He was told that it would be either 800 cash or 1400 if claiming it through his car insurance.

Is this the norm or is this just the kind of thing that means we all end up paying more for our car insurance?

Thats a rather upfront and brazen form of fraud I believe! Wrong wrong wrong! Naughty garage!

It is the norm and it is why we pay so much, well one of the reasons.
