I had the same problem with a TransAtlantic transaction - I lost over €12 - I contacted the supplier asking for a refund, but I didn't receive a reply - however, in fairness to them, they did refund the exact amount in dollars - the currency rates are out of their control. So, I contacted my credit card company today and they said that they (the credit card company) would refund any difference because of currency fluctuation. Seemed to be quite a standard thing and the pleasant customer care rep was only too pleased to help. So give your cc company a call (the number is usually on the back of the card) and see if they will refund you.
