Dell laptop on battery power

Presumably the same issue arises with all laptops - when it is running on battery power it seems to be saving energy as the picture is much fainter. Does anyone know if this setting can be changed so it uses more energy but has the better picture?

Have you checked Start -> Control Panel -> Power Options in case the on battery profile is causing this to happen?
