Defamation of character, what does it entail

Is an individual allowed by irish law to drive a van around the countryside with a sign on the side that says, " _______ owes me x amount and do not support his business"???

It depends on whether it is factual or not. If factual, there may be very little the debtor can do about it. If untrue, it may be defamation. Very hard and expensive to prosecute - civil case.
