Declaration of service (by registered post) re:civil bill

Hello, I am looking for some advice - does a declaration of service have to be signed before a commissioner for oaths? i was told that i only needed to declare it myself and attach proof that i sent the civil bill by post. but from looking on courts.ie form 1B it looks for a commissioner for oaths signature.

The declaration of service has to be signed before either a commissioner for oaths, practising solicitor or peace commissioner.
