If an executor dies before that of the testator can the latter appoint a new executor and how is this done.?

I'd imagine its a simple matter of just making a new will and appointing a new executor. You can make as many new wills as one likes...its the last will that counts if all the boxes have been properly ticked.

You can also change the exector by adding a codicil to the will.
