Damp chimney breast

There is damp coming through our chimney breast (chimney for an indoor oil fired central heating boiler). How can I tell if it is condensation or an actual leak allowing water in from outside.?
 
We had the same problem. We didn't know what exactly was causing it but there was a small crack on a tile nearby and there was a crack on the plaster of the chimney breast. We fixed both of these and the dampness went away.
 
Get a very competent plumber in
One that understands combustion and flues and routinely uses roofing ladders
