credited social insurance entitlement

I understand that a person who is working as a carer and who is in receipt of Carers Allowance or Carers Benefit is automatically entitled to credited social insurance. If the person works 15 hrs a week which he/she is also entitled to do and pays income tax and PRSI , does it mean that the PRSI is doubled up or should the carer apply to Revenue to have the PRSI refunded as she is already covered through the DSFP. I would much appreciate your views on this.
 
Credited PRSI contributions are only granted if no paid PRSI contributions are being made and if there is a gap in the person's Contribution history.

If a person is working and paying PRSI then there is no gap so credits will not be granted.
