Credit rating affected by injuction from Motor Bureau

I was in an accident when I was 18 and the insurance on the vehicle didnt cover me, the Motor Bureau settled the case with the other driver for a large sum. I was contacted several years later by the motor bureau who were seaking repayment of the full amount, the case went to court and a fee was a greed by all parties and was paid.
Now I have applied for a loan and have been refused as the Motor Burueau has put me as a high risk case, the injuction was put on my file a full year after the payment had be made to them.
How can I look into resolving this, as I have paid the fee which was agreed upon in court and it was never a loan as such.
