Credit Cards for Foreigners

My husband (German) and I (Irish) have just moved home (4 months). Both of us have jobs with a "decent" combined income. My husband's job could be considered quite secure. Neither of us have any outstanding loans, nor any mortgage (we are renting) and have no bad debts. We have been turned down on numerous occasions for credits cards. We both have German credit cards and are using them, but of course sometimes, when purchasing online, this poses a problem i.e. with some sites you can only use an Irish credit card! We also want to close our German back accounts now that we live here.

I am guessing the reason that we have been turned down is because we have not been in the country long enough?
How long do we have to be here for before they will offer us a card?
Am I entitled to find out the exact reason for refusal? The bank has refused to tell us!

Has anyone any advice?
