Credit card Trouble

My Polish friend has built up a sizeable credit card debt of 5400 which she has been unable to reduce for the past year. Im trying to advise her she needs to get out a loan, pay it off, and cut up her card. But I dont know enough to tell her what trouble shes in.
What would happen with her debt if she decided (you never know) to pack up and go home tomorrow? Is her apartment in Poland at risk?

I reckon it is only a matter of time before there is some sort of European bad debtors database.

Can she not cut down her spending and start paying off the debt?
