Creative ways of Stopping Illegal Dumping

Hi Folks,

Looking for some suggestions of preventing illegal dumping in our estate? Its a problem we have had for a few years, sometimes the caretaker can identify the culprit but mostly not.

It seems to be getting worse - used to be in and around the communal bins but just this week a load of black bags were just thrown on the street.
We are discussing CCTV - has anyone successfully installed and used this to catch and prevent dumping?
Any other creative ways?

Going through the rubbish to find something that identifies the dumper and having them fined by the litter warden?

We used to get a lot of illegal dumping in my estate when I first moved in, but it was into the communal bins, locked gates on the bin sheds solved it. There were a couple of altercations where residents came across someone trying to dump rubbish outside the sheds before it stopped being an issue.
