Couple on low income- what options- Shared ownership or affordable housing

My neice has had a baby a few months ago and is living in her mothers. Her partner lives in his mothers and there is no room in either home for them to live together as both are from big families. She is claiming lone parents and he earns 400 euro pw. She cant go back to work for at least a year due to circumstances beoynd their control.
They are looking at all the housing options as they are heartbroken being apart with a new baby but dont know what to do for the best.
Their options are
1. Council. They are on the list but it could take 3 or more years so a no go really.
2. She can rent and get rent allowance but that still leaves them living seperatley unless he sneaks in and out which they dont want to do and long term not a great option but the most financially easy one.
3. Affordable housing but on his income they will end up in a one bed apt which is not ideal long term either.
4.Shared ownership. They can buy a house if they can find one and have 40% mortgage. They worked out that this would cost about 650 -700 euro per month which would be hard but possible and they think this is the way to go.
What help (if any) is available to them if they do go for shared ownership. Will they qualify for F.I.S. / medical card/ mortgage tax relief/ rent supplement for the 60% of the house they would be renting or any other help as his income is quite low and if they do go for it she will loose all her allowances.
