Things go on the County Registrars list that are usually fairly straightforward to avoid cluttering up the Judges list. However they can then be referred on to the Judges list where necessary. For example if one party to an action is late in filing a document the other party can serve them with a motion asking the court for judgement in default of getting the document. There used to be hundreds of these littering the judges list until the County Registrars were given the power to deal with them. Usually on the first or second such motion the other party is given time to deal with it so it is a simple matter. But if judgement is threatened because of habitual failure then the County Reg will refer it to the Judges list.
