council zoned land for development?

i have read the kildare draft county development plan and there is land in my area that is zoned for developent. it is in a rural area but within a "village limit"
what does this mean exactly ?
does it mean that there is now underlying planning permission on this land so a developer could snap it up and build a housing estate ?

If its zoned foor residential usage and assuming it's still in the zoning when the "draft" is accepted then yes, a developer will buy it to build a development.
