Council Rent

i've been asked to enquire by a friend:
someone living in a council house with parents. pays 130 euro per week rent to the parents, 60 of that the council request. ive just found out they need to have 'rent receipts' to prove they're paying rent to go for affordable housing. is it possible even though they pay it to their parents. and if so is it only for the 60 for the council, or could it include the extra 70. How would they go about this? Thanks

How much rent do the family pay in total to the Council? Is it 130 euro? Generally, if the council are charging 'max rent' under their Differential Rents Scheme (DRS), it is a big incentive to purchase the house from the council under their Tenant Purchase Scheme (TP)- in all cases, the house price is heavily discounted and the repayments usually amount to a similar amount to that payable under the Council's DRS.

I dont know how much they pay in total. i doubt his parents would want him to buy it though. He doesnt want to stay there I dont think, he wants to apply for affordable housing and move out of the area. All i know is he pays 130 to his mum and dad and 60 of that is his part of the council rent. it goes up depending on how much he's earning. If he bought that house, could he buy another after and allow his parents to live there? well I dont think it would be something any of them would want. He just wants to know if he can get proof of his rent and in what form? how would he get it? or should he move out and pay rent privately and that way it would be considered 'savings' as it could be seen.
