AFAIK if it is your PPR and I thing this is the question you are asking then no as you are exempt from CGT.
If you are building one off house for investment purposes, buying a property with a large site with the intension of building a house then the council levy can be offset against CGT but if you are building a house you are better off moving into the house making it your PPR thereby making it exempt from CGT but I digress slightly.
