Cost of Street Lighting

Our most recent Management Company accounts show that no cost has been borne in relation to the cost of street lighting (electricity). The development has yet to be taken in charge. On questioning, both the MA and one of the directors claim that they have never received a bill from ESB, and further that the cost is being covered by Fingal. Surely they are wrong and a liability will eventually arise?
 
Not unusual in housing estates where the street lighting becomes an extension of the wider network. It would be very unusual if it was a development of apartments with common areas. Take a stroll around and see if there is any evidence of a meter for the street lights.
 
Contact the local authority and ask them if they are responsible for the upkeep of the street lighting in your area. That should tell you who is paying the bills. If it's not a gated estate, there's a good chance the roads (but not the grounds) are being looked after by the LA.
