Cost of erecting a 13 metre long by 1.8 metre high block wall

The crappy timber fence between my semi-detached neighbour and myself fell victim to time and the storms.

We've struggled to get anyone to quote for the work to replace it with a block wall, but eventually got one. The problems dealing with him are the usual - not turning up for meetings, not returning phone calls, and prices rising by significant amounts (over two weeks!).

Could someone cost this spec please and maybe come up with recommendations for builders around the North Kilkenny, Thurles/Cashel area?

"Remove the existing timber fence
Strip topsoil and save for future backfilling
Dig foundations approximately 13m by 600mm x 600mm
Pour concrete foundation approximately 600mm 300mm incorporating reinforcing fibers and all steps to suit rise
in ground level
Build up foundation walls using 215mm x 100mm to the height of existing ground levels
Construct boundary wall using 150mm concrete blocks to include 4 x 440mm pier with 2 x expansion joints"
Wall height 1.8m from ground level with wall and pier caps to finish
Backfill trench with topsoil
Remove all spoil from the site"

We also have a problem with a moving spec. Originally he spoke about needing two piers to support a 13 m wall. This is now a single pier but the price has gone up. I think it'll need two piers. The spacers are to tie into the rear wall of the houses and the rear block wall.

We need start and finish dates, and copies of the builder's insurance policy and we'll only pay by credit/debit card. We'll pay a 25% deposit by card and the balance on satisfactory completion, with no interim payments as it's such a small job, days rather than weeks.
