Cost of building wall using 4inch block ?

We are building a wall between ourselves and the neighbour. It will be 6.5 feet high on our side and 8.5 feet on the neighbours side as their driveway is lower than ours. It will be about 23 feet long with the foundations on neighbours side. We will be using 4 inch solid block and finish it with some sort of dash. Anybody know how much this would cost ?
 
BILLK, not sure about the piers.
How many piers would you recommend and what size should they be for a 23 foot wall ?

I'd have four piers of 18inches X 9 inches. One at each end and two spaced equally between them.

Without piers, at that length and height, any good wind would blow a 4 inch wall flat.
 
Sorry suicra05, I live in England and have little idea on costs in Ireland, although my cousin paid 1 euro per block for an extension in Co. Kildare.
