It sounds like the overflow pipe from your feed & expansion tank from your heating system in the attic is overflowing. If it is overflowing when the heating is off, then the likely cause is a faulty/stuck float valve in the tank.
The f & e tank is the small tank in your attic. It will have a pipe to it feeding cold water through a float valve. Try move the valve so it turns off and empty some water out of the tank to about half way or less, it might be just stuck, but it may require a new valve.
