Contractor in Public Sector

My wife works as a contractor in one of the universities (there for nearly a year). She recently looked up the law and believes that she is entitled to apply for posts being advertised internally, despite the public sector recruitment embargo.

Does anyone know what the story is?

Just some more info on this. Below is the text that suggests she is correct - taken froom here.

It must also provide that temporary agency workers are to be informed of any vacant posts in the end-user company and given the same opportunity as other workers in that company to find permanent employment. This does not mean that temporary agency workers have a right to a direct post in any particular circumstance – only that they have a right to apply for such posts and be considered for them on an equal basis.
