Contact details/names of other owners

quick q. as far as i was aware, i was under the impression that i/residents committee are entitled to the names/contact details of fellow owners - now, unsuprisingly the man co. say we have no right to this, data protection etc - can anyone point me to documentation regarding this etc

Members of a management company ARE entitled to know names and addresses of fellow members.
