Consumers refer only 2% of complaints to the FSO

So, of the cases not still in the process of resolution, it appears that:
73% were resolved satisfactorily (32% +23% +18%)
while only
7% were not resolved satisfactorily (5% +2%)

It's quite surprising that only 2% actually go to the FSO.
