Confused about calculating means for JA for married couple

Looking at welfare.ie and how means from capital (eg savings, investments) are assessed for means has me a bit confused.

In applying for Jobseekers Allowance straight after Jobseekers Benefit, what other 'means-tested social assistance payments' is this referring to ? Medical card ? Does this mean that joint savings will be counted twice ?


But if I am applying for JA and my wife is not working and is receiving Child benefit only, are our means from savings counted twice, then halved ?

 
These are the 'social assistance' payments the paragraph is referring to.
If you are claiming your wife as QAA, means are not halved. Cb not relevant SW payment in this respect.
