Confirmation of unemployement

Is there an official way to confirm that a person is unemployed in Ireland?

I am considering a contract outside of Ireland and need a confirmation that my wife, who is looking after kids, is not working in Ireland. The authorities in the country of my prospective employer require a confirmation of her not working here to assign appropriate tax tariff.
