Complaints

I applied for IP in March and my IB ran out last month, I rang them and they said it was being processed. I rang again this morning to be told they sent me a refusal letter in April.. WTF!!! Never received any letter from them. I am irate to be honest, I could have had my appeal sent in in April. Does anyone know the best way to make a complaint.
