Company not awarding prizes in their draws

I recently got insider knowledge that a large company which holds regular prize draws and competitions has been falsifying the results and not awarding the prizes. Who would I contact to get this investigated. The person who told me would not be willing to come forward. Is there any way you can get these thing investigated by anonymous tip offs?

Perhaps the T's&C's of the competition permit the company not to award the prize under certain circumstances?

Just curious - in this case is a purchase necessary to enter the competition or is it open to all?
