Commercial rates-appeal

We opened a new business just over a year ago,when we asked how much rates we would have to pay the landlord told us the building had not been assessed yet as it was a new build.We had looked at a building just down the road although older it was closer to the city center,the same sqm and along a main road.The rates were in the region of €10,000.Our building was assessed a couple of weeks ago and we recieved a demand last week which works out at over €23,000.
Where is the justification for such a difference,is there someone who can act on my behalf to appeal this?

There are two possible explanations.

The other building could well be undervalued for rates purposes. Many of the Rateable Valuations are out of date. So yours could be correct.

You can appeal it. You can do it yourself or you can get a valuer to do it for you.
