Is it true that a commercial jeep can be converted into a passenger jeep, without any VRT/Vat penalties, provided you own it for a certain time?
 
not true at all - it is one of the areas that revenue & customs are really cracking down on due to the number of high end commercials being imported here from uk and then converted into passenger vehicles. You are obliged to pay vrt + correct road tax when you convert over.
 
Wasn't it all over the news a few months back that there was a big 4 x 4 scam going on?
 
Yes, the 4x4 scam was converting passenger to commercial, and when vehicle cleared by customs & excise, putting the seats back in. The tax is maintained as commercial while getting the use of the vehicle as passenger. This had to be dodgy in the event of an accident!!

Thanks for that. It seems logical otherwise it would be common practice.
